Who is the husband of Javier Maroto hired by the mayor of Madrid, Martínez-Almeida

José Luis Martínez-Almeida has hired José Manuel Rodríguez Carballohusband of the first vice president of the Senate, Javier Marotofor a level 30 position in the Madrid City Council, according to information from The country. Since last October, Carballo has held the position of Deputy Director General of Analysis and Evaluation, granted in a call for free appointment.

Javier Maroto married José Manuel Rodríguez Carballo in 2015. Maroto served as mayor of Vitoria between 2011 and 2015, until that same year the leader Mariano Rajoy He appointed him deputy general secretary of the PP. Currently, he is first vice president in the Senate, after serving as spokesperson in the Cortes Generales since 2019. Rodríguez Carballo worked as manager of the Durango City Council (Bizkaia) from 2008 to 2017; in addition to having worked as a business manager at the consulting firm Accenture from 2020 until this latest appointment.

Javier Maroto and Rodríguez Carballo met at a meeting of alumni of the University of Deusto and got married after 19 long years of dating. The ceremony caused a real media stir, attended by the then PP leadership, from Rajoy to Pablo Casado. Furthermore, the marriage sparked various controversies among those who reminded them that their own party wanted to suppress the law that made homosexual marriage possible, since they filed an appeal against it before the Constitutional Court in 2005.

Maroto never had any problems due to his sexual condition in the game. She also had no qualms about introducing Mariano Rajoy to his boyfriend in 2011: “President, meet Josema, my partner,” were Maroto's words at that time. Not even when on that election night of that same year, she publicly confessed her deepest feelings for Carballo in the room of the Ciudad de Vitoria hotel.

Carballo's controversial appointment

The dispute over this matter revolves around Maroto's continued criticism of 'hand-made' appointments. In 2015, it was he himself who criticized Manuela Carmenamayor of the national capital at that time, to name Luis Cueto -his nephew- as general coordinator of the mayor's office. However, it is not the first time that this event has occurred in political news. The free designation also led to cases of controversy and media hype, such as that of the level 30 advisor of the Ministry of Equality, for being the nanny of the daughter of Pablo Iglesias and Irene Montero.

The Madrid City Council opened a “public, free and transparent” call for “any official” interested in attending to said occupation. A call that established specific requirements to cover level 30, and that ended with the appointment of Carballo for the advertised position.

The availability of this position was published on August 4 and was open to anyone interested who met level 30 in the civil service and freely appointed ranks. Level 30 is reserved for positions of trust appointed by senior officials and governing bodies, and intended for a rank of deputy director and general director. In this case, as stated in the municipal file, to occupy the position of Deputy Director General of Analysis and Evaluation, the candidate should have “experience in coordinating work teams, in supervising or carrying out innovation projects, in strategic planning and in environmental sustainability and the 2030 agenda”.

Carballo will earn 90,000 euros per year

Thus, he is responsible for the area – in this case, Federico Jiménez de Parga, general coordinator of Mobility and former deputy in the Madrid Assembly – who decides the appointment for the final occupation of the position, based on their resume. However, Jiménez de Parga presented his resignation last October for “personal reasons”, the real reason for which he abandoned his duties was that he had tested positive in a breathalyzer test in the national capital.

In this sense, the start of the application for the position of Deputy Director General of Analysis and Evaluation began on August 11 and ended on September 1, with a total of 23 candidates, whose award was confirmed in the Bulletin of the Madrid City Council on 22 of that same month.

A striking aspect is that in Carballo's profile, as of December, the salary intended to receive or his previous experience does not yet appear; an aspect of transparency that is always published on the Community of Madrid portal, along with all City Council appointments. Just as published The countryit is estimated that Rodríguez Carballo's salary is 90,000 euros gross per year, since it is a level 30 functionality in the public organizational chart.
