2022 has entered Madrid with force in terms of reducing pollutant emissions. The Madrid 360 that José Luis Martínez-Almeida managed to carry out in the final stretch of 2021 is already in operation, in addition to what is popularly known as Madrid Central, from the January 1 there are cars that can no longer access even the interior of the M-30.

Despite the intense electoral campaign that was carried out between the now mayor of the capital and the former councilor, Manuela Carmena, in 2019 and that had Central Madrid As the object of much criticism, finally two years later a similar plan was carried out, but with differences. A Madrid 360 with which the entry of certain vehicles was limited to the Downtown District but also with which these restrictions were expanded to the last borders of the municipality.

Thus, from this January 1, 2022 and until next January 1, 2025, greater prohibitions will be applied to the most polluting vehicles that approach Madrid. Starting from the inside of the M-30, this is the first great limit that cannot be exceeded, but it can be circulated on it.

These are the cars that cannot access the central almond of Madrid

That is, since these days the City Council of the capital controls the entry of all cars without environmental distinctive (category A) that, yes, they are not registered in the municipality of Madrid. In this way, they cannot access what is known as the central almond (the territory that surrounds the M-30) the gasolina with Euro 3 standard or earlier nor the diesel Euro 4 or earlier … although with some exceptions.

The restrictions affect both a car from Móstoles and a car from Barcelona

In addition to the aforementioned cars that appear in the register of the Tax on Mechanical Traction Vehicles (IVTM) of the consistory, with a deadline of January 1, 2022 (yes, they can only park in public or private parking lots), they can also access the interior from the M-30 all motorcycles, vans and delivery trucks, historic cars, the adapted for people with reduced mobility and emergency vehicles.

A limitation that affects all the municipalities of Spain without distinction of belonging to the Community of Madrid or not. In other words, both a vehicle without a Móstoles or Alcorcón distinctive as well as one from Seville or Barcelona can circulate on the M-30 but not exceed it. A restriction, that of the M-30, which in 2023 will also cover the passage through this road and a year later, the entire municipality of Madrid will arrive.

Of course, although the limitations have already come into force, the City Council grants a notice period to all drivers from which it will begin to fine. This date will arrive for the March 1, 2022, so there is a two-month margin to comply with these regulations.

In other words, during these 61 days, vehicles without a badge that exceed the limit of the M-30 will be notified by letter in this regard, until the aforementioned March 1 begins to apply fines of 90 euros non-retroactive. In addition, it will be necessary to be attentive to what is decided by the City Council, since from March 21 with the entry into force of the new regulations of the General Directorate of Traffic (DGT), the Madrid city council can extend its sanctions up to 200 euros.

In line with what is reflected in the Traffic law in relation to the reform on Climate Change, municipalities with more than 50,000 inhabitants must introduce a Low Emissions Zone that may have penalties of up to 200 units. Of course, at the decision of each councilor, Almeida has not yet been mentioned in this regard and for now only the penalties of 90 euros are official that already apply both in the Central District and will be introduced in the M-30.
