Silvia Calzón: “The objective is for Spain to have an anti-doping agency of excellence”

CELAD incorporates the jurist Montserrat Herranz as general secretary and renews its management team

The general director of the Spanish Commission for the Fight against Doping in Sports (CELAD), Silvia Calzón, expressed her desire for Spain to “have an anti-doping agency of excellence”, after the announcement of the renewal of the organization’s management team.

The jurist Montserrat Herranz has joined CELAD as general secretary; doctor Manuel Sarmiento, as head of the Doping Control department; and the doctor and Olympic swimmer Carlos Peralta, as head of the Department of Doping Prevention Policies in Sports.

With the approval of their respective appointments by the Governing Council, the general director, Silvia Calzón, will be accompanied by a management team with which the objective of “ensuring that Spain has an anti-doping agency of excellence” is set.

“CELAD will be rigorous in complying with anti-doping regulations, will seek the greatest efficiency in procedures and will amplify initiatives related to prevention in order to maximize the protection of the health of athletes,” explained Silvia Calzón in statements to her press service.

The general director of CELAD highlighted Montserrat Herranz, Manuel Sarmiento and Carlos Peralta “their extensive academic training and professional background, especially in the field of management.” “I am convinced that their arrival will have a positive impact on the organization. The agency will benefit from their capabilities, skills and knowledge and from the perspective that each of them will offer from their respective work areas,” Calzón added.

Montserrat Herranz has a degree in Law and a Master’s degree in Occupational Risk Prevention. She joins CELAD after having been deputy general director of Economic Management, Budget Office and General Affairs of the Ministry of Consumer Affairs, since 2022, deputy deputy general director of Economic Management of the General Directorate of Traffic (2020-22) and head of the Equipment area and General Affairs in the General Subdirectorate of Services of the General Secretariat of Penitentiary Institutions (2010-20).

Manuel Sarmiento, who assumes the leadership of the Doping Control department, has a degree in Medicine, with a specialty in both Physical Education and Sports Medicine and Family and Community Medicine.

In addition, among his postgraduate studies he has several Master’s degrees, such as Medical Sciences Applied to Physical Activity, Prescription of Physical Exercise for Health (University of Lleida), Human Resources Management (GADE Higher School), Leadership and management skills (GADE Higher School) and in functional recovery of physical activity and sports (University of Valencia).

With a position as a family doctor in Primary Care of Mallorca (IbSalut), Manuel Sarmiento has extensive experience in the field of Sports Medicine, where he has held, among others, the medical direction of the Juaneda Sport Health Clinic (2017- 2018) and the Rafa Nadal Academy and Rafa Nadal Sport Center (2017-2024). He also stands out for his teaching work, having served as head of studies at the Multiprofessional Family and Community Care Unit of Mallorca. IbSalut. (2013-2020).

For his part, Carlos Peralta Gallego, head of the Department of Doping Prevention Policies in Sports, stands out not only for his academic and work resume but also for his sporting career. He has a degree in Medicine from the UCM and has a Master’s Degree in Health Management and Planning for Health Managers from the EU and a Master’s Degree in Hospital and Health Service Management from the CEU.

He was an Olympian at the 2016 Rio de Janeiro Games, where he competed in the 200 butterfly event. Champion of Spain on twenty-one occasions, Carlos Peralta has three career civil servant positions as a State doctor in the Ministry of Health, medical inspector of the National Social Security Institute and doctor of the Health Department of the Junta de Andalucía.

He joins CELAD from the General Directorate of Public Health and Health Equity of the Ministry of Health, where he worked as area head and, previously, as a medical inspector.

CONSTITUTION OF THE CONTROL COMMITTEE

Furthermore, in recent weeks CELAD has established the Control Commission, which has, among others, the functions of informing the Governing Council on the execution of the management contract and the agency’s budget, collecting information on the control systems and internal procedures established to ensure due compliance with legal provisions and other applicable regulations and to know and inform the Governing Council about the economic-financial management control reports.

The Spanish agency has initiated the procedures for the creation of the Anti-Doping Coordination Commission. Athletes will be represented, as well as the competent bodies and organizations of the Autonomous Communities in the fight against doping in sport.
