Clear passage to the new list of substances and methods prohibited in Sports

This Wednesday, the Council of Ministers approved the agreement by which it takes cognizance of the entry into force of the Amendments to Annex I of the International Convention against Doping in Sport, which updates the list of substances and methods prohibited in Sport to starting in January.

The UNESCO International Convention against Doping in Sport, of November 18, 2005, ratified by Spain on October 25, 2006, entered into force generally and for Spain on February 1, 2007. Its purpose is to progressive harmonization of anti-doping rules and practices in sport and cooperation at the national and global level.

On October 1, 2023, the Director General of UNESCO sent a Circular Letter to the States Parties to the Convention, informing them of the proposals for Amendments formulated by the World Anti-Doping Agency for Annex I of the Convention, which is the one that includes the List of Substances and Methods prohibited in sport.

NO ONE HAS QUESTIONED THE AMA'S PROPOSALS

After the mandatory period of 45 days, no State Party has raised any objections to the proposed Amendments, so they, as proposed by the World Anti-Doping Agency, are considered approved by the Conference of the Parties.

Therefore, in accordance with the provisions of paragraph 3 of article 34 of the Convention, the Amendments to Annex I “List of Prohibited Substances and Methods of 2024” will enter into force on January 1, 2024, 45 days after the notification of the Director General of UNESCO, made by letter dated November 15, 2023.

In accordance with the provisions of article 36.2.b) of Law 25/2014 on Treaties and other International Agreements, the Spanish position being favorable to accepting these Amendments, this Agreement is submitted to the Council of Ministers by which it is informed. of the entry into force of the Amendments to Annex I of the International Convention against Doping in Sport, which will occur on January 1, 2024.
