The Seventh Section of the Seville Court plans to hold a trial against four people this Tuesdayspecifically two former directors of the Andalusian Football Federation and two relatives of one of them, for alleged crimes of forgery of a commercial document in medial bankruptcy with embezzlement and misappropriation, on account of contracts awarded by the entity to companies related to one of the managers.
According to the indictment of the Prosecutor’s Office, collected by Europa Press, In December 2009, the mixed commission of the Higher Sports Council and the Spanish Football Federation decided to grant 78,895 euros to the Andalusian Football Federation, for a lighting installation project at the La Orden football field, located in Huelva.
Already with the money receivedEduardo HJ, then president of the Andalusian Football Federation, would have agreed “with his friend” Félix PR, then delegate of the entity in Huelva and vice president of the Federation, to “benefit” from the funds received, according to the Prosecutor’s Office, which details that at the time of processing the negotiated contract without advertising the works, a company managed by Félix PR and his son Javier PG attended, since all of them “introduced in the file” two other offers from companies without activity since ” years before” and that “they did not respond to reality”.
Thus, and according to the Prosecutor’s Office, the defendants “got the contract awarded to Invergabe”, the company of Félix PR and his son Javier PG, for 68,013 euros plus VAT, without specifying “the specific works”, which in the end “included objects other than the lighting project, such as the conditioning of the changing rooms”, although only the bill relating to lighting is reported to have been paid from the subsidy.
However, and according to the Prosecutor’s Office, they were billed from the funds granted “6,500 euros in excess” for the installation of paraballons in the field of La Orden. The three aforementioned defendants, according to the Prosecutor’s Office, would have acted in a similar way so that a company whose agent was Félix PR and managed by his aforementioned son was awarded another work contracts for the construction of a beach soccer field in the same field of La Orden, introducing in the contracting process “budgets created by them in a fictitious way” and attributed to two “non-existent” companies and a third that had not issued any budget .
As a result of this, the Andalusian Football Federation paid 63,139 euros to this other company linked to Félix PR and his son Javier, since “the invoice would have included items for an amount greater than what was actually executed, an excess that is estimated at more of 20,000 euros, excess of which the defendants would have appropriated”, always according to the Prosecutor’s Office.
In addition, the Prosecutor’s Office details that in 2012, at a time when Félix PR acted as accidental president of the Andalusian Football Federation, signed a contract with a company managed by his wife, Emilia GM, and his son Javier, “for maintenance services for all sports facilities in Huelva for 14,400 euros per year, valid for five years and compensation clause in case of termination, since the contract was in force only until 2013 and it is unknown if “any compensation” was paid, with invoices being paid for about 16,000 euros.
Detailing that the Andalusian Football Federation appeared in this case as a private accusation but in the summer of 2021 it departed from the matter and requested the acquittal of the accused, the Prosecutor’s Office attributes Eduardo HJ, Félix PR and their son Javier PG to an alleged crime of forgery of a commercial document in medial contest with a crime of embezzlement, claiming five years in prison for each of them .
