According to the information, the city commission for extraordinary events (SAE), headed by the mayor Dieter reiter, decided on this measure and agreed on a general procedure that establishes when sporting events will take place without spectators or with a reduced number.

In its decision, the commission referred to the incidence of infections in a period of seven days, which is the number of infections per 100,000 inhabitants in that interval.

If this figure is less than 35 in the Bavarian capital, the event will be held with a reduced number of spectators, that is, up to 20 per cent of the capacity of the stadium or the pavilion and if, instead, the figure is 35 or more, fans will not be allowed. In the protocol of the German Football League (DFL) the level of pandemic is considered to be high with 35 new infections in a week for every 100,000 inhabitants.
