The “mandatory” evacuation order is issued when there is a risk of imminent danger due to extreme conditions. The floods have inundated not only Los Angeles, but also Santa Barbara and Ventura. More than 7 million residents have been affected: closed highways, streets cut off by water, rescues and multiple advisories have caused part of Southern California to collapse.
