The Higher Sports Council (CSD) has approved this Wednesday the urgent precautionary measure requested by FC Barcelona and by the Barcelona players Dani Olmo and Pau Víctor, a measure of “provisional nature until the appeal presented by the club is definitively resolved.” club and the aforementioned footballers”.
This was indicated by the CSD itself in a press release, regarding its decision that “suspends the Agreement of the Monitoring Commission of the RFEF-LaLiga Coordination Agreement, dated January 4, 2025, and the cancellation of sports licenses of the aforementioned players”.
Likewise, the body chaired by José Manuel Rodríguez Uribes clarified in its note that “it maintains the validity of such licenses until this appeal is definitively resolved.” Not in vain, the CSD highlighted having “analyzed the 52-page appeal and the more than 60 documents that accompany it.”
In this sense, the CSD said that the arguments of Barça and Olmo and Víctor themselves “point out that the Monitoring Commission is exclusively assigned the functions of interpreting the application of the clauses of the RFEF-LaLiga Coordination Agreement, monitoring compliance with the agreement and promote any other activities that tend to make the Agreement more effective.”
“They question, therefore, whether the Monitoring Commission has powers to grant or not grant the prior visa or the definitive license of professional soccer players, appreciating indications of nullity of full right in the Agreement of the Monitoring Commission of the Agreement of RFEF-LaLiga Coordination”, indicated the CSD.
“Without prejudice to the allegations that are requested for the resolution of the merits of the matter,” according to the note, the CSD observed “the possible concurrence of a cause for nullity by operation of law and the existence of immediate damages that are difficult to repair, which “would affect the rights recognized in the current Sports Law of the footballers Dani Olmo and Pau Víctor and their legal security.”
ARTICLE 27 OF THE SPORTS LAW, KEY IN THE DECISION
In line, the entity headed by Uribes took advantage of article 27 of the Sports Law and therefore valued that “professional athletes have the right ‘to a sports career in accordance with their potential’ and with all the guarantees and certainty.”
In fact, the CSD stressed that Barça and its players “are immersed in the Spanish Super Cup, the first official title of the season, with worldwide visibility and impact and in which only the teams that have had the best performance in national competitions participate. in the previous course”.

The CSD considered that “non-adoption of this precautionary measure would cause serious economic and sporting damage to the club and, above all, to the footballers.” “This could also harm the interests of the Spanish team, as well as the rest of the national competitions, including LaLiga,” the CSD added in its press release.
Finally, the organization chaired by Uribes stressed in its press text about Olmo and Víctor that “this statement does not prejudge the substantive issues raised in the appeal.”
