With the aim of accelerating the professionalization and development of women’s football, FIFA has published its first FIFA Guide for the granting of licenses to clubs in women’s football.
As well as recognizing the essential role that clubs play in the development of women’s football and creating specific tools and programs that support the unique environment of women’s football, the new FIFA Guide to Club Licensing in Women’s Football will provide for the first time ever a specialized resource to enhance club licensing in women’s football. This, in turn, will strengthen development pathways for female players in club football and raise the overall bar at clubs around the world.
The publication is a comprehensive and practical tool that will help FIFA’s 211 member associations to establish and implement a club licensing structure for their respective women’s football competitions. It is a guide with ten steps that member associations can follow to create a club licensing system, plus eight additional steps that will enable leagues to maintain their club licensing structures from season to season.

Under the umbrella of the Women’s Football Development Programme, FIFA works closely with member associations to create club licensing structures for women’s football.
The guide complements The Road to Change: FIFA Benchmarking Report on Women’s Football and the FIFA Women’s Football Development Program dedicated to club licensing, endorsing FIFA’s commitment to raising the level of women’s soccer leagues and clubs.
