FIFA gives the final ‘ok’ to the new loan regulations

In October 2019, the Council of the FIFA approved the inclusion of transfers as part of the general reform of the transfer system in order to adopt regulations that, instead of prohibiting, precisely regulate the transfer activity of the clubs and thus guarantee that they are used to meet objectives legitimate training and development opportunities, while minimizing excessive and abusive practices.

Initially, the new transfer rules were scheduled to come into force on July 1, 2020. However, the outbreak of the pandemic caused the FIFA Council to decide on March 27 of that same year to postpone the entry into force of these rules until the situation in the international football market was clarified.

On March 30, 2022, the FIFA Council finally approved the modified Regulations on the Status and Transfer of Players (RETJ) where these changes are included. Approval that has its final OK this Monday with the inclusion of the regulations in the Regulations that FIFA has just published and where the matter of transfers is especially included in the

article 1, paragraph 3 a) and b) as in article 10.

New regulation to which the Sports World has had access. In its article 1 it clearly states that the “Associations will have three years from July 1, 2022 to implement, by mutual agreement with national interest groups, rules on a loan system that obeys the principles of the integrity of competitions and youth development and avoids hoarding of players.”

It is in Article 10 where it also specifies that “as of July 1, 2024, the following limitations will apply:

a) at any time during the season, a club may loan out a maximum of six professionals

b) at any time during the season, a club may have a maximum of six professionals on loan on loan.

The above restrictions will not apply to a loan from a professional if:

“the loan occurs before the end of the previous club’s season in which the professional turns 21; and the professional is a player trained by the previous club”

Of these six, only three may come from the same club, regardless of the player’s age or whether he has been trained by the club. It literally says that “at any time during the season, a club may loan a maximum of three professionals to a specific club and may also have a maximum of three professionals loaned by a specific club.”

This same article ends by setting the adaptation periods that go through

a) from July 1, 2022 to June 30, 2023: a maximum of eight professionals for each of the limitations;

b) from July 1, 2023 to June 30, 2024: a maximum of seven professionals for each of the limitations.”

With a view to establishing the final six from July 1, 2024
